Gabriel Ruiz

Gabriel Ruiz joined Peschard Sverdrup International after more than a decade of government service in Mexico’s intelligence community.

He began his career as a political and social issues adviser in the Mexican Congress from 1997 to 1999. He then became an analyst for Mexico’s intelligence agency —Centro de Investigación y Seguridad Nacional (CISEN)—and subsequently an adviser to the deputy secretary of crime policy for the Ministry of Public Security. After leaving government, he served as a consultant for governments and the private sector.

Gabriel Ruiz has extensive experience in Mexico and throughout Latin America in identifying stakeholders, gathering and analyzing information to assess political, economic, social, labor and security risk factors faced by companies in the mining, hydrocarbons, communications and the pharmaceutical sectors. His analysis has been utilized as part of M&A due diligence, and to assist companies in effective corporate decision-making, communication strategies and the design of social responsibility plans with communities and stakeholders.

As a consultant for governments, he has specialized in the analysis, evaluation and design of public policies, political communication and strategic planning, also participating as a consultant in electoral strategy teams of candidates for municipal and state governments in several regions of Mexico.

He has an M.A. in Political Communication and Governance at George Washington University’s Graduate School of Political Management (GSPM) in Washington D.C. Mr. Ruiz earned his B.A. in international relations from Mexico’s National Autonomous University (UNAM).
